1. Call to order/roll call/establishment of a quorum

Executive Officer (EO) Skewis called the meeting to order at 10:32am, took roll and a quorum was established.

2. Approval of the May 31, 2016 meeting minutes

Practice Task Force (PTF) Member Martin motioned to approve the minutes from the May 31, 2016 meeting.

Vice President Delgado seconded the motion

Motion Passed: 4 ayes, 0 no's

3. Presentation from Legal Counsel Shela Barker regarding existing guide dog title transfer laws.

Legal Counsel Barker made a presentation regarding the existing title transfer laws.

General discussion took place regarding the language and processes required when determining title transfers.

No public comment made.

4. Discussion and possible recommendation to the Board regarding suggested statutory changes.

Several non-substantive changes were presented by EO Skewis. Additionally, proposed changes addressed eligibility for examination of apprentices to become instructors, the addition of a definition of the term "apprentice-instructor", and the removal of a school's requirement to report client names and information to the Board.

General Task Force and public discussion took place regarding the keeping of records at a school and whether the school or instructor is ultimately responsible for the task of retaining client records.

Minor substantive changes to title transfer and arbitration laws were presented by EO Skewis. General discussion took place regarding the Board's involvement in a school's decision to transfer title and issues with the existing arbitration program.

Public comment was made stating that the Board should not have any jurisdiction over a school's title transfer policies.

General consensus was that these two sections of law needed further clarification, but not motions were made.
